OK, then — my “1st impressions”…
— I’ve re-read all 13 pages, & so-far, the only nations you’ve mentioned are Arshin(Pg.01) & Bethel(Pg.13)
(BTW — “Bethel”? _ _ _ is this derived from “Bethlehem”?)
Now, given Louis’ reaction, I’d speculate that Bethel has a clandestine support-system that aids certain pirates, who then attack Arshin’s ships & coastal towns. It’s a tried-&-true system that competing nations have used for centuries, to hamper each other’s seagoing trade-routes.
— Even back in the 1700’s, piracy was a profession that had a certain … notorious “glamour” to it, at-least among those who hadn’t been their victims. Johnny Depp’s “Capt. Jack Sparrow” was conceived as a kind of “rake-ish rock-star” of the period for that reason. I could imagine some might wear the title with a measure of pride.
— As much as I look forward to meeting this bargirl (on Pg.14, I think you said?), I’m also hoping to (quickly) learn more about Bushrat’s … “issues”, concerning Amaya, & whether it’s just about HER, or maybe it’s about “Cat People”-in-general.
BTW:
If the bargirl **DID** turn-out to be Heather, then she’d be the perfect plot-device to distract Amaya, thus giving our “Heroic Trio” (or at-least Bushrat) their chance to make a break for it!
— Those last 3 panels look to me as though Bushrat’s thinking:
“I probably need to know what Mike’s clumsily trying to hide from me, but this “cat-girl-on-the-hunt” currently feels like a higher-priority issue, so I’ll let it slide … for now.”
“I see that Louis is playing-along, so he knows enough to agree with Mike that I’m not going to like it, but he’s not all that upset either, so I’m more likely to be disappointed, & not (full-blown pissed-off bloodthirsty rage-monster).”

question 1) Actually, I’ve mentioned 3: Arshin, Bethel, and the Black Sea.
The Bethel Navy isn’t perfect but it’s more welcoming than the Arshin’s “shoot first ask no questions later” approach.

question 3) It’s coming up, The Black Sea is known for being rather “unforgiving” you’ll see what I mean soon enough (trying to keep some secrets here lol)

=====OK, but in my defense, “the Black Sea” sounds more “Geographical” than “Political”.
— Are we then to infer that the “Black Sea” nation is 100% Aquatic, with nary so much as a lump of soil to call its own?
— If they’re derived from our current era’s Black Sea, then I’d assume that much (or even most) of their ancestors were Soviet/Slavic/Ukrainian/Turkish/Romany(IE: “Gypsy”), with a long, rich history of Intrigue, Religious_Turmoil, & Centuries-old Grudges which will never be fully-resolved.
I love how Lenore pops in with the snark every so often. Are we going to see her in person, or is she going to stay the snarky narrator/voice in Bushrat’s head?

The only people that can hear Lenore are Bushrat and his dad.
